Budget-based routing

A client wants Sweden but the budget doesn't fit Stockholm housing and salary thresholds. The within-network referral

A destination partner helping a family settle in Malmö hears the client is unhappy with their permit refusal. They flag it inside the portal as a referral to a partner law firm specialising in appeals (Förvaltningslagen 2017:900 §27). The legal partner takes the appeal case.
